A Resolution by Councilmember Joyce Shepherd

A RESOLUTION ADOPTING THE "FORT MCPHERSON RESEARCH PARK MASTER PLAN AND DISTRICT CONCEPTUAL PLAN” (AN UPDATE TO THE APPROVED REUSE PLAN)  INTO THE CITY OF ATLANTA’S CURRENT COMPREHENSIVE DEVELOPMENT PLAN

WHEREAS,  on November 9, 2005, the Base Closure and Realignment Commission voted to close Fort McPherson, a 488-acre installation located in southwest Atlanta; and
WHEREAS, at the time of closure, the former fort has great potential to become an economic driver for the city and region; and
WHEREAS, on September 9, 2009 Governor Sonny Perdue signed an executive order establishing the McPherson Implementing Local Redevelopment Authority to purchase, lease, dispose, acquire, hold and otherwise control land acquired from the federal government and to construct, improve, maintain, lease and perform all other development activities on the property; and
WHEREAS, MPLRA has actively pursued its mission to identify the needs and wishes of the surrounding communities and develop an implementable plan for Fort McPherson by establishing an early vision, mission and guiding principles for the new development through the development of Reuse Planning Study and a Master Plan and District Conceptual Plan and Business Plan; and
WHEREAS, the latest plan us a detailed master plan for the Employment Center and conceptual plan for the remainder of the site and the Business Plan supplements, complements, and completes previous work by inserting the appropriate marketing, financial, and revenue data to arrive at a plan based on market reality; and
WHEREAS, the focus of the plan was to develop a viable strategy for redevelopment that would generate long-term growth and positive development for Fort McPherson and the surrounding communities; and
WHEREAS, the City Council wishes to adopt said master plan as an integral part of the City’s current Comprehensive Development Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1.  The City Council hereby accepts the documents entitled THE "FORT MCPHERSON RESEARCH PARK MASTER PLAN AND DISTRICT CONCEPTUAL PLAN” as a guide for the redevelopment of Fort McPherson.
SECTION 2. The City Council hereby requests that the Department of Planning and Community Development-Office of Planning review said document and to incorporate the document, into the current Comprehensive Development Plan and into the 2011 update of the plan.
